nothing new here, this is just fixing / improving the code found in wiring.c and allowing
the new enabled build options to pass the checks in core_parameters.h and timers.h

tested on hardware using AVR64DD28 and AVR64EA28
Configuration:
Arduino-IDE 2.3.6
DxCore 1.5.11 - modified to use avrdude 8.1 for programming via tty or updi
